The Westminster City Council holds its second regular meeting of March tomorrow evening, and while most of the consent calendar items are routine, a few agenda items deserve a closer look.

Citywide zoning and general plan update

The biggest item on the docket is a citywide zoning and general plan update — Case No. 2026-0010. The council will consider a package of text amendments, land use map changes, zoning map revisions, and a rewrite of the mixed-use development code under Chapter 17.260. The update follows a March 10 Planning Commission recommendation and comes with an addendum to the city's General Plan Environmental Impact Report.

For a city that has been signaling interest in mixed-use development along its commercial corridors, this vote sets the rules for what gets built and where.

Three related strategic plan items round out the land-use discussion: an update on general plan amendments across the city, the status of the Zoning Phase 2 study, and a report on mixed-use districts that includes a proposed bus tour of successful redevelopment projects in other parts of Southern California.

$1.77 million in construction contracts

In regular business, the council will vote on two construction contracts totaling about $1.77 million. The first is an $870,900 contract with Fuerza Construction for water service line replacement at the Brownstone Lane condo community. The second is an $898,240 contract with Simco Mechanical for HVAC replacement at City Hall. Both include 10 percent contingencies for change orders.

The council will also review the draft FY 2026-2027 Annual Action Plan for Community Development Block Grant and HOME program funding, kicking off a 30-day public review period.

Planning Commission appointment

Under commission and committee business, Mayor Chi Charlie Nguyen will appoint someone to the Planning Commission for a term expiring in December 2026. The agenda does not name the appointee.

Black April ceremony and proclamations

The consent calendar includes approval of a special event permit for a Black April Memorial Ceremony on April 30 at Sid Goldstein Freedom Park, hosted by the Vietnamese American Federation of Southern California and allied veteran organizations. The council will also vote on proclamations for Donate Life Month, Child Abuse Prevention Month, Fair Housing Month, and Sexual Assault Awareness Month, all for April.

Liberty Tree and special presentations

In council member business, a resolution commemorating the 250th anniversary of the United States will be considered, along with a request to plant a Liberty Tree somewhere in the city.

Special presentations include certificates for 2026 Tet Parade sponsors and emcees, and a recognition of Linh Doan as the 36th Senate District Woman of Distinction honoree.
