But a visit to her campaign website raised questions that a routine filing does not.

What the Website Says

The site, built on Wix's free platform, lists a San Francisco address as the campaign's contact location — not Westminster. The phone number on record: 123-456-7890. The contact email: info@mysite.com. The social media buttons link to Wix's own accounts, not Nguyen's.

The blog section features AI-generated posts calling for healthcare reform — at the city council level. The footer of the site identifies the candidate as "Christina Flores" and describes her as running for Governor in 2035.

In short: the site appears to be an unmodified Wix template that was never actually customized for a real Westminster council campaign.

The Race

NamQuan Nguyen, the incumbent in District 4, has been one of the more closely watched figures on the Westminster council. He has aligned at various points with Councilmember Amy Phan West against the council's dominant bloc — though that alliance showed cracks at the February 25 meeting, when he acknowledged Phan West had gone too far at the Tet parade even as he voted against the motion to restrict her speaking rights.

Whether Loan Nguyen's campaign represents a serious challenge to the incumbent or a placeholder filing remains to be seen. Candidates have until March to update their materials.
