Federal immigration authorities have arrested two brothers with gang ties and extensive criminal records in Orange County, according to ICE Enforcement and Removal Operations.

Praney Sa Em, 33, a Cambodian national, was arrested by Orange County ERO on March 10. According to ICE, Em is affiliated with the Tiny Rascals Gang, a Cambodian-American street gang based in Long Beach. His criminal record includes multiple convictions for vehicle theft, burglary, possession of controlled substances, and numerous firearms-related offenses.

The arrest of Praney came months after ERO arrested his brother, Sambath Sa Em, on November 19, 2025. Sambath has a criminal history that includes a conviction for assault with a deadly weapon with force resulting in great bodily injury.

Both men are Cambodian nationals. Both are currently in ICE custody pending removal proceedings.

The Tiny Rascals Gang, also known as TRG, has roots in the Cambodian-American community in Long Beach and has been active in Southern California for decades. The gang has been the subject of law enforcement operations across the region.

The arrests are part of ongoing ERO enforcement operations in Orange County. ICE did not specify in the release where in the county the men were residing prior to their arrests.
