DeWayne Normand has officially filed his candidate papers with the City of Stanton, entering the race for the District 3 City Council seat on the November 3, 2026 general election ballot.

Normand has lived in Stanton since 1975. He currently sits on the city’s Planning Commission, a body that reviews land use, development projects, and zoning changes before they reach the full council. He previously served six years on the Parks and Recreation Commission. Outside city government, he is a Lions Club member, sits on the Boys and Girls Club board, and participates in Neighborhood Watch.

He said his work connecting Rady Children’s Health and CHOC to Stanton resulted in the Wellness on Wheels program coming to the city, providing mobile medical services to children and families.

What he heard on the doors

Normand said he walked every block of District 3 before deciding to file. Three issues came up repeatedly: homelessness, traffic and parking, and residents who felt city leadership was not being straight with them.

“Walking every block of District 3, I listened to residents and identified key concerns,” he said in his candidate statement. “These priorities will guide my work from day one.”

“Your voice matters,” Normand continued. “I will ensure your concerns are heard, addressed, and acted on. I will hold city leadership accountable and push for timely, meaningful solutions.”

The race

The District 3 seat carries a full four-year term. Nomination papers are available through the City Clerk’s Office through August 7, 2026. The November 3 ballot will include three seats: District 1, District 3, and the at-large mayor’s race.

Stanton operates under a council-manager form of government, with four district-elected councilmembers and a mayor elected citywide. The Planning Commission Normand serves on has been active on several development questions this year, including a proposal to build 159 townhomes and commercial space at Beach Boulevard and Katella.

With filing open through August 7, other candidates may still enter the District 3 race before the deadline closes the field.
